Job Overview

CRCC (China Railway Construction Corporation) is seeking an experienced Quality Manager to support the Al Mashaaer Al Mugaddassah Metro Maintenance Project in Makkah, Saudi Arabia. This full-time, on-site position offers an opportunity to contribute to one of the region’s most significant railway maintenance projects, ensuring world-class quality standards, operational reliability, and service excellence throughout the MMMSL maintenance contract lifecycle from 2026 to 2030.

The successful candidate will lead the implementation and continuous improvement of Quality Management Systems (QMS), oversee quality assurance activities across multiple maintenance disciplines, and ensure strict compliance with ISO 9001 standards and project-specific requirements established by the project owner. This role is critical to maintaining infrastructure integrity, passenger safety, and operational performance within a complex metro maintenance environment.

Key Responsibilities

• Establish, implement, and continuously improve the project’s Quality Management Plan (QMP) and Inspection and Test Plans (ITP).
• Ensure full compliance with ISO 9001 standards and Owner (SAR) quality requirements.
• Lead site inspections and joint completion acceptance activities across Track, Rolling Stock, Signaling, and MEP systems.
• Issue, monitor, and manage Non-Conformance Reports (NCRs).
• Track Corrective and Preventive Actions (CAPA) to ensure effective defect resolution.
• Define and manage quality interfaces between maintenance activities, stakeholders, and upgrading projects.
• Conduct supplier and subcontractor quality audits and performance evaluations.
• Verify compliance with project technical specifications and quality standards.
• Organize quality meetings and coordinate with SAR, consultants, and project stakeholders.
• Prepare quality reports, audits, inspections, and official technical correspondence.
• Support continuous quality improvement initiatives across all maintenance operations.

Requirements & Qualifications

Education

• Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Railway Engineering, Quality Management, or a related discipline.

Certifications

• ISO 9001 Lead Auditor Certification is highly preferred.
• Additional quality management certifications are advantageous.

Experience

• Minimum 8–10 years of experience in large-scale engineering projects.
• At least 3 years of experience in a Quality Manager or Quality Lead role within the railway or metro sector.
• Proven experience working within international EPC or Design-Build (DB) contract environments.
• Middle East and Saudi Arabia project experience is highly desirable.

Technical Knowledge

• Strong understanding of ISO 9001 Quality Management Systems.
• Comprehensive knowledge of EN Standards.
• Deep understanding of RAMS (Reliability, Availability, Maintainability, and Safety) principles.
• Experience with quality audits, inspections, supplier management, and compliance programs.
• Expertise in quality assurance and quality control processes within transportation infrastructure projects.

Language Requirements
